Resale Levy Details

OLA was sold as an executive condominium, so buyers who had previously taken a housing subsidy were liable for a resale levy. The levy is a national HDB rule and applies identically to every executive condominium purchase in Singapore.

When the Levy Applies

A resale levy is payable by anyone who has previously bought a flat direct from HDB, bought a DBSS unit or an executive condominium from a developer, or received a CPF Housing Grant, and who then buys a further subsidised property, such as buying OLA from the developer at launch. Buying a OLA unit on the resale market does not attract a levy, since a resale purchase is a private transaction rather than a subsidised one.

Amount Payable

Where the first subsidised flat was sold on or after 3 March 2006, the levy is a fixed amount set by the type of that first flat: $15,000 for a 2-room flat, $30,000 for a 3-room, $40,000 for a 4-room, $45,000 for a 5-room and $50,000 for an executive flat. Where the first subsidised property was an executive condominium bought with the CPF Housing Grant, the levy is $55,000. Singles who bought a resale flat with a CPF Housing Grant for singles, or a 2-room Build-To-Order flat from HDB, pay half the amount for that flat type.

Where the first subsidised flat was sold between 19 May 1997 and 2 March 2006 and payment of the levy was deferred at that sale, the levy is a percentage of the resale price of that flat or 90% of its market value, whichever is higher, with interest accruing on that amount: 10% for a 2-room flat, 20% for a 3-room, 22.5% for a 4-room, and 25% for a 5-room or executive flat. Where the first subsidised flat was sold before 19 May 1997, a premium of 20% of the executive condominium’s purchase price is payable instead.

How and When It Is Paid

How the levy is paid depends on whether the first subsidised flat has already been sold. Where it is still owned when the Sale and Purchase Agreement for the executive condominium is signed, the fixed levy is paid when its sale or transfer completes: it is deducted from the cash proceeds of the sale, with any shortfall paid in cash, or, for a transfer of co-ownership, paid by Cashier’s Order through the developer. Where the first subsidised flat has already been sold, the fixed levy, the percentage-based levy and the 20% premium are each paid by Cashier’s Order in favour of HDB, which the developer collects and forwards to HDB, before the keys to the executive condominium unit are collected. Eligibility conditions for buying an executive condominium are set out on the Check Eligibility page.
