EC Eligibility Details
OLA was sold as an executive condominium, so buyers had to meet the eligibility conditions HDB sets for the purchase of a new executive condominium from a developer. Those conditions are national rules and apply identically to every executive condominium in Singapore.
Family Nucleus, Citizenship and Age
Applicants must qualify under one of HDB’s eligibility schemes, forming a family nucleus with a spouse, children, parents or siblings, or applying under the Fiance and Fiancee Scheme, the Orphans Scheme, or the Joint Singles Scheme. Under a family nucleus scheme, the applicant must be a Singapore Citizen, at least one other applicant must be a Singapore Citizen or Singapore Permanent Resident, and applicants must be at least 21 years old. Under the Joint Singles Scheme, all applicants must be Singapore Citizens and at least 35 years old.
Income Ceiling
The average combined gross monthly household income must not exceed $16,000, including the income of any listed occupier.
Property Ownership and Prior Purchases
Applicants, their spouses, and any listed occupiers or their spouses must not own, have disposed of, or hold an interest in any other flat, house, building or land within the 30 months before the application, or between the application date and taking possession of the unit. Each eligible household may buy only twice in total from the subsidised list: a flat direct from HDB, a resale flat bought with a CPF Housing Grant, a DBSS unit from a developer, or an executive condominium from a developer.
Minimum Occupation Period
Applicants and occupiers who own a subsidised flat must have met the 5-year Minimum Occupation Period before applying to buy an executive condominium.
Buyers who have previously taken a housing subsidy may also be liable for a resale levy. See the Calculate Resale Levy page for the amounts and payment rules.
